Looking at this ref for the cowl tag: http://monza.homestead.com/77tt.html

Cowl ref states the 2nd set of numbers of the 2nd line should be the same as the sequence number on the VIN, but in my case, they don't match.

On the VIN, the last six numbers are 138145 but on the cowl tag the numbers are 039943

Drivers door decal and VIN tag match on the car with all the other details of the VIN matching details of the car.

Thoughts?

I'm seeing other GM/Chevy forums posting that it's not that unusual for the cowl to not exactly match the VIN just on how the vehicle gets moved into the assembly line - so the feedback is the VIN always wins.

Hello yes.... If I'm not too late to the party...

I believe that's the body unit number.

Since the plant made more than one make but wanted to count all the bodies they made... There's a body unit number which is that general count up.

Then the vins are assigned which only count within the make of the vehicle.

But just to be sure they're supposedly a VIN number stamped on the driver side shock Tower. It should be on the rear side and you may have to lift the suspension so the top control arm raises up to expose the number. I've never seen it myself but many people say that's the hidden vin number area on the car.

Unfortunately cars from 75 to 77 that were built in Canada rarely come with a hidden build sheet.

If you happen to find one you'll be able to see the body unit number at the top.

Yes there should be the vin in that frame/body area. I found mine long time ago when I inspecting for rust. It may be hard to find/see.
