Have stock disc in front and 9inch ford rear drum in back, rear brakes adjusted, new stock master, bench bleed and bleed all 4 brakes...ok so pedal seems to be up top...start car put in drive to roll off ramp then pedal goes more then half way down ...no leaks...did i not bleed properly ...or need a better master.

First try to adjust the rear 9 in brakes as tight as possible without excessive dragging because the 9 in wheel cylinder is larger and takes more fluid than stock Vega, rebleed and cross fingers
The rear 9in Ford brake cylinder is larger than stock Vega and you may need to adapt a larger master cylinder from a full size car like nova or Camaro etc plus a adjustable proportioning valve into the front line to equalize pressure, usually the prop valve go to the rear though.
Good luck
