Parking Brake Cover

What holds down the plastic cover that goes around/over the parking brake on a 73 GT?

Phil,

The top cover clips around the base, a plastic hinge at the front, if I remember correctly. The base is held to the floor with 3 screws.

Thank you. I must be missing the "base." I only have the top cover.
